Terrorism. A Definition.

"'Terrorism,' the professor had lectured, 'has a singular goal. What is it?'
'Killing innocent people?' a student ventured.
'Incorrect. Death is only a byproduct of terrorism.'
'A show of strength?'
'No. A weaker persuasion does not exist.'
'To cause terror?'
